Ho Chi Minh City is preparing to mark the 40th Anniversary of Liberation of Southern Vietnam and Vietnam’s National Reunification. Ancient Saigon – now Ho Chi Minh City has been changing the face and quality of life. “The economic leading role of the whole country” is rising to develop. Of which, there is Petrolimex Saigon Co., Ltd. (Petrolimex Saigon) – a member of Vietnam National Petroleum Group (Petrolimex).

Overcome difficulties to go ahead
Mr. Tran Van Thang, Member of Petrolimex Management Board – President and Director of Petrolimex Saigon said that: “In the first days of company foundation, Petrolimex Saigon took over quickly the technological infrastructure system and the petroleum trade system by Shell and Caltex firms to leave us to repair and we must research into documents to operate them. In that extremely difficult condition: there were the differences in the technological standards, management methods and business environments between the two regions but our generation of leaders and employees in that time made own ourselves for the technological infrastructure as well as everything, ensuring to supply petroleum products throughout and safety.

Follow-up the market and implement political tasks
In the past 40 years, our company has been many changes and growth, developing policies of State and plans of Petrolimex Group effectively. Although located on extremely dynamic – developing and competitive economic zone, Petrolimex Saigon has still been actively in innovating its management methods; leading in petroleum trade activities. “Nowadays, there are 22 oil source enterprises on Ho Chi Minh City area. Business environment has created in pressure to force our company which must always change the trade methods, enlarging services etc… in oder to bring the best effectively“, Mr. Tran Van Thang shared.

In petroleum retail activities, according to Mr. Duong Van Phi – Petroleum Retail Enterprise Director (Petrolimex Saigon), Enterprise has at present 70 stations (01 Lubricants - Petrochemical and Other Products Station) where spreading 24 districts in Ho Chi Minh City. In the past 40 years, Petroleum Retail Stations of Enterprise have always been trusted by customers and interested parties, its annual output has been more and more increasing. Besides, Enterprise has also focused to develop the new stations as well as to reform and upgrade the old stations. After these stations are reformed and upgraded, they are applied to identify following to new standard – its petroleum output increases from 10% to 20%; the safety activities are enhanced, the plan of stations’ advantages are developed. Since October 2014, Enterprise has cooperated with VietWash Joint Stock Company to develop in chain of smart cars and motorbikes washing service. These cooperation and model contribute to increase add value for customers following to orient modern – civilization. Revenue of washing cars – motorbikes and of leasing premises grow 10% against the ways before, developing the plan of stations to to be effected more. This new model is gotten the great interest and the high appreciation by leaders of Petrolimex, Petrolimex Saigon and especially Ho Chi Minh City consumers. Also in 2014, under the guidance of Petrolimex Saigon, Enterprise signed the contract with Vietnam Advertising Co. Ltd to advertise at sectors of Petroleum Retail Stations. This contract takes effect from 2015 and its revenue is tens of billions of Vietnamese Dong (VND) within 5 years, bringing effectiveness for us when the petroleum trade situation is becoming more and more difficult. Especially, Enterprise has always been leading in enhancing the service quality for customers. Since 2012, process of 5 steps for sales has been developed which created in distinction – transparency – civilization for petroleum retail activities, so its retail output has been more and more increasing.


Nha Be Oil Terminal

At Nha Be Oil Terminal, we witness the extremely methodical of petroleum export – import activities. Landscape and environment at sectors of Oil Terminal are always green – clean - beautiful as a park. Bringing perception of us to exchange with Mr. Ho Van Hong – Nha Be Oil Terminal Vice Director, he said that: “Output of petroleum export – import is very large (multimillion cbm/ton per year) but never has our oil terminal been to happen any incident, environment has always been cleaned. In business activities, output has increased against the plan. Especially in 2014, output of oil storage service gained 1,6 million cubic meters, accounting for 44% of total output; profit increased 3.7 times compared with the same period 2013. This is a great effort of whole leaders and employees of Nha Be Oil Terminal as well as under the guidance of Petrolimex Group, Petrolimex Saigon.
Not only that, but Petrolimex Saigon has taken the initiative in preparing all conditions to integrate successfully when the petroleum and oil groups over the world will join in the Vietnam market.

Dynamic, innovation
The elements lead to success of Petrolimex Saigon in the past 40 years, Mr. Tran Van Thang said that: Firstly, the company prepared fully and stabilized the technological infrastructure systems. Secondly, step by step finishing and innovating the properly management system. Thirdly, making use of supporting of Central Government, Ministry of Industry and Trade, Petrolimex Group and Ho Chi Minh City – without City’s help, we would not be able to develop the station system as well as to improve the oil terminal system etc… and organizing successfully at our company. Anyway, the core element for success of enterprise is the human element. “All leaders, managers and staffs understand fully and act consistently following to policies of State, Petrolimex Group; make a great effort and creation in all work etc… Petrolimex Saigon has gathered fully of experience, skill, capability, intelligence and enthusiasm employees from all regions of whole country, not only for development target of company but also for development of all over Petrolimex Group”, Mr. Tran Van Thang prided.

Indeed, come to Petrolimex Sagion, we feel the spirit of enthusiasm in all work, unitedly and be proud of leaders and managers as well as employees herein. 40 years, although spending many difficulties and challenges, all employees of Petrolimex Saigon have made a great effort, self-confirming themselves, expressing the united spirit under “General House – Petrolimex”, together “taking you further”.

Mr. Tran Van Thang talked: Without the properly management system, human resources would not be able to bring into play effectiveness. Consequently, leaders of enterprise must establish the environment for everyone to work the best effectiveness. For me, organization & personnel is very important – This is to core of united; of which, how to boost all systems to develop but must connect closely and promote the creation of every individual through many programmes such as: culture, training, standard, regulation and many things have to do the others etc… Besides, political role of company is to stabilize market, connecting closely with the effectiveness of business. In extremely competitive environment, to be required that the company must enhance the quality of services, ready for the international economic integration. Thus, human factor is the best important.

Confirm position and implement responsibility role

In next years, concretely the period 2015-2020, Petrolimex Saigon defines: ensuring absolutely safety in all production and operation management activities, preserving and developing capital, completing totally annual plan of Petrolimex Group. Striving for petroleum and oil output to gain the average growth annual rate of 3% per year, growing above 5% for retail channel. Focusing on increasing labour productivity and effecting of work to enhance business effectiveness. Performing to complete in the profit plan of Petrolimex Group; of which, profit of other products and services (non-petroleum oil) accounts for 25-30% per year to bring about salary fund correspondingly. Implement to complying with regulations of State, Petrolimex Group, Petrolimex Saigon and completing in duties for State budget.

Besides, boosting to apply for management standards synchronously (such as: ISO 9001, ISO 14001, OHSAS 18001, ISO/IEC 17025, 5S, Risk Management, Total Productive Maintenance – TPM, Lean Manufacturing etc…), promoting to improve, innovating to integrate in order to enhance effectiveness and efficiency of management systems in the whole company, orienting to perfect its management systems to be based on Total Quality Management.

To complete objectives above, the Thirteenth Party Congress of Petrolimex Saigon (term of 2015-2020) has proposed the solutions particularly. Thence, reviewing and adjusting to improve and to issue full of regulations, processes, procedures to comply with laws and to meet the requirements of management systems. At the same time, ensuring absolutely safety to meet the requirements of customers and state bodies. Organizing to trade flexibility and effective for each stage to maximize the profit, to increase output and market share for all channels. Organizing to trade at retail stations through the solutions of manufacturing organization, management, supervision. Pushing up to develop new stations and to upgrade at present stations. Ensuring absolutely safety in all production and operation management activities for overall company.

For other products and services (non-petroleum oil) trade activities, improving the project “Chain of convenience services at retail petroleum stations” in order to develop about output, revenue, profit. Completing the transformation of Commercial and Engineering Services Enterprise into Joint – Stock Company to develop stronger for types of revenues and effectiveness. Continuing to improve organizational structure following to towards leaning, ensuring its stability and united, developing inheritance for all level from leaders to managers of departments/divisions and subsidiaries; enhancing the professional, morality, culture of all staffs with their labour productivity higher and higher.

In general, solutions need to be prepared, including: human resources, technological infrastructure systems, integrated management systems; making use of supporting of Central Government, Petrolimex Group, interested bodies and parties, customers and clients.
